Why can’t we just not give out the cancelations in those states. Seems like a quick way for them to backstopping and stop blocking this.

Got a job as an engineer technician working on electrical stuff for a couple years when fresh out of school, kept diligent with applications and eventually landed something in the field. What got me most interested in the field was through volunteering at a lab during college mostly helped out a PhD student with a couple random month long projects. Having a background in the electrical side of things can be a big help as well.
